Within the context of the ILO's efforts to promote staff mobility, applicants should expect to take up different assignments (field and Headquarters) during their career. The desirable length of the assignment in this specific position is three to five years, following which period the incumbent should be willing to move to another assignment and/or duty station.

INTRODUCTION
The position is located in the ILO Decent Work Team for South Asia and ILO Country Office for India (DWT/CO-New Delhi) in New Delhi. DWTs provide high-quality, timely, and integrated technical support to country offices in the design and implementation of Decent Work Country Programmes (DWCP) in response to their requests within the framework of outcome-based workplans. This support includes technical and policy advice, information and analyses. The position will be responsible for providing technical advisory services in the field of occupational safety and health (OSH); technical backstopping of a range of technical cooperation projects; technical analysis of OSH developments, issues and challenges in national OSH policies and programmes and promoting subregional/regional cooperation on OSH within the South-South or Triangular Cooperation Framework and in coordination and cooperation with WHO and other UN organizations.The position reports to the Director of DWT/CO-New Delhi and receives technical guidance and advice from the Programme on Safety and Health at Work and the Environment (SAFEWORK).

Description of Duties
Specific duties
  1. Support member States in preparing national OSH profiles and in developing and implementing the strategic National OSH Policies and Programmes aiming at placing OSH high on national agendas.
  2. Promote application and ratification of the ILO OSH Standards in particular Promotional Framework for OSH Convention (No 187) and Occupational Safety and Health Convention (No 155) in line with the ILO Plan of Action (2010-2016) to achieve ratification and effective implementation of the OSH instruments through a tailored approach at the national level.
  3. Promote the strategic application of ILO Guidelines on Occupational and Safety and Health Management Systems (ILO-OSH 2001). This will include integrating the OSH management system promotion in the national OSH strategy at the national level to support implementation in enterprises in the subregion.
  4. Support the strengthening of national OSH systems including OSH legislation, inspection systems, social dialogue mechanism on OSH, occupational accident and disease reporting systems, and OSH support systems such as those on medical surveillance, OSH information and training. This will involve working with constituents to jointly analyse the national OSH situation, develop programmes and advise in selecting priority areas for development.
  5. Support employers' and workers' organizations in developing their OSH capacity, policies and programmes. Give overall guidance and organizational and technical advice.
  6. Review and analyse national OSH situations in countries covered by the DWT with a view to identifying issues specific to the subregion and promoting collaboration on OSH. Develop reliable and up-to-date information on OSH in the subregion and collaborate with SAFEWORK to increase knowledge sharing regionally.
  7. Cooperate with Country Offices in the subregion and other specialists of the DWT with a view to integrating and implementing OSH components in the Decent Work Country Programmes for the countries and promoting and supporting mainstreaming of OSH into technical cooperation programmes and projects, policies and other initiatives.
  8. Promote extension of OSH protection to small enterprises, rural and informal economy workplaces for instance by applying ILO participatory action-oriented techniques.
  9. Maintain close interaction, communication and dialogue with SAFEWORK in relation to all of the above tasks.
These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

Generic duties
  1. Design and promote a wide range of special subject-matter-related programmes, This involves: re-analysis of complex or conflicting data, statistics and information or policy guidelines, in a manner requiring the advanced application of principles of a recognised technical specialisation.
  2. Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.
  3. Provide policy advice to ILO's constituents on institutional strengthening, the application of ILO standards and the promotion of technical cooperation activities.
  4. Formulate and submit project proposals and seek funding.
  5. Evaluate the efficiency and effectiveness of the project activities.
  6. Undertake technical advisory missions independently or in collaboration with other specialists.
  7. Conduct seminars, workshops and technical meetings and training courses.
  8. Prepare draft recommendations and guidelines for discussion and adoption as ILO Recommendations or Conventions on related technical fields.
  9. Write manuals and/or training guides on related topics.
  10. Disseminate information on programmes through publications and, press releases, as well as ensuring representation at donors' meetings, international, regional and national fora and advocacy campaigns.
  11. Monitor and coordinate research carried out by junior technical officers and external collaborators.
  12. Provide technical inputs to office documents (sectoral meetings, technical committees, regional meetings and conference reports).
  13. Participate in tripartite reviews on technical cooperation activities and international meetings and conferences.
Required Qualifications

Education
  • Advanced university degree/first level university degree with two years equivalent experience (in addition to the experience required below) in engineering, industrial hygiene, medicine, labour law, public administration or other relevant field with demonstrated expertise in OSH.
Experience
  • Eight years' experience at the national level or five years at the international level in developing, strengthening and/or supporting national OSH systems, policies and programmes and extending safety and health protection at workplace level particularly in developing countries.
Languages
  • Excellent command of English. Knowledge of another language working language of the Office (French, Spanish) would be an advantage.

Ability to: synthesize research and reach empirically based conclusions on related subjects; provide seasoned advice on best practices, to address broader issues outside the field of specialization; formulate new concepts and methodologies; develop training materials, alternative courses of action, project proposals, policy, procedural matters and present them at high-level meetings; design and synthesize strategies for programme development in member States; produce reports (e.g. reports for regional conferences and ILC, technical publications, training manuals and draft resolutions) and evaluate and monitor technical cooperation activities and projects.

Behavioural competencies
The ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
